Replacing windows and doors: certificates, trickle vents and conservation areas

Replacement windows and glazed external doors normally need building regulations compliance and the appropriate certification or building control route. Ventilation must be considered alongside glazing performance, while planning and heritage restrictions depend on the property and the proposed change.

Replacement windows and glazed external doors normally need building regulations compliance and an appropriate certification or building control route. Ventilation, escape and glazing safety matter as well as insulation. Planning and heritage restrictions are separate and depend on the property and proposed appearance. [1] [2] [3]

Which replacement work is controlled?

GOV.UK distinguishes replacement glazing from routine maintenance. It also identifies an exception for external doors with less than half their area glazed. That exception does not remove the need to check structural work when forming or enlarging an opening. [4] [5]

For controlled replacement glazing, an installer registered for the relevant competent person scheme can self-certify eligible work and provide the required compliance certificate. Alternatively, arrange the building control route. Ask which route will be used before the installation rather than trying to establish it after the frames have been fitted. [2]

A new opening and lintel are a separate matter: a replacement-window scheme certificate is not approval of the associated structural alteration. Make sure the installer and designer are working to the same agreed scope. [5]

Do all new windows need trickle vents?

The ventilation assessment is not answered simply by whether the old frames had vents. Replacement windows should not reduce the existing provision, and a home with tighter new frames may need appropriate background ventilation. The applicable Approved Document F guidance includes options for different existing ventilation arrangements. [6]

Trickle vents are not the only possible solution. MHCLG's guidance recognises suitable wall-mounted background ventilators and appropriate mechanical systems; adequately sized existing wall vents can sometimes avoid the need for additional vents in the window itself. This needs assessment of the actual system, not a blanket promise from a salesperson. [7]

A window's night-latch position is not a substitute for compliant background ventilation. Nor can a customer disclaimer or an indemnity policy make an otherwise non-compliant ventilation arrangement acceptable. Decide the ventilation specification before ordering the units. [7]

Check safety and escape as well as energy performance

Replacement glazing needs appropriate safety glass in relevant locations. The installation must also preserve the applicable means of escape and meet the relevant energy requirements. A window can be thermally efficient yet unsuitable for its location if its opening arrangement compromises escape or ventilation. [1]

What changes in a conservation area?

Check the proposed materials, profiles, opening pattern and the property's restrictions. Westminster's householder guidance, for example, distinguishes houses with permitted development rights from flats and properties affected by Article 4 directions or planning conditions. Use the relevant borough's advice for the actual address. [3]

Conservation-area status does not mean that every repair or replacement follows one identical route. For a listed building, replacing or altering windows can require listed building consent where special character is affected. Secondary glazing or repair may offer different options, but listed status must still be checked before work. [3]

Keep the right evidence and check future specifications

Keep the glazing compliance certificate with the property's records. Where the job included a new structural opening, retain the separate building control documentation as well; one certificate should not be assumed to cover both scopes. [2] [5]

For non-higher-risk work, the 2026 editions of Approved Documents F and L take effect on 24 March 2027, subject to transitional arrangements. Recheck window and ventilation specifications for work proceeding under those editions. [8] [9]
