When might the council ask for it?
Check the adopted policies, validation list and any planning condition for the site. Westminster's 2026 list, for example, requests a BREEAM pre-assessment for specified non-domestic development and qualifying residential conversions or extensions. It also requires the assessment to be undertaken by a licensed BREEAM assessor. Those are local triggers, not an England-wide size threshold. [2]
A requirement for a pre-assessment at application stage is different from a condition requiring final certification. Ask which evidence is needed now and which later outcomes must be secured before the project can satisfy its permission.
What does the assessment do?
BREEAM assesses performance across a range of environmental categories rather than only energy use. Its process involves an appointed assessor, evidence collection, assessment and quality assurance leading to certification. The particular scheme determines the criteria and evidence relevant to the project. [1]
For the client, the important question is not simply which rating is intended. Ask which design decisions, specifications, surveys and construction records are needed to demonstrate that outcome. Assign responsibility for producing each item before the design or procurement stage passes.
Which scheme applies?
The scope of work matters. BRE distinguishes refurbishment from fit-out, and its current V7 resources address these as separate standards. Do not assume that a new-construction assessment is the right route for a partial refurbishment, or that the same version applies to every previously registered project. [3] [4]
Agree the appropriate scheme and registration basis with the assessor and, where necessary, the planning authority. Confirm that the intended assessment will satisfy the actual wording of the policy or condition. Westminster's list specifically asks for advance agreement where an alternative methodology is proposed. [2]
Who prepares it?
A licensed assessor carries out the formal assessment. The architect, engineers and contractor supply the relevant design and construction evidence; appointing an assessor does not remove the need for that information. BRE's process separates the project team's evidence from the assessment and certification stages. [1]
Ask whether the appointment covers the initial pre-assessment only, the design-stage submission, construction-stage review and final certification. A quotation for an early report should not be assumed to include the whole certification process.
What should be decided before work starts?
Request a responsibility schedule and identify any evidence that must be collected during procurement or construction. Require proposed substitutions to be checked against the assessment strategy instead of assuming equivalent cost means equivalent performance.
The published V7 material is current product guidance, not a legislative commencement notice. Confirm the applicable scheme version at registration and keep that record with the planning requirements. Where a council condition requires an outcome, retain the final certificate or other expressly accepted evidence as part of the handover records. [4] [2]
