How it differs from London

Epping Forest District

02The Epping Forest District Local PlanThe Epping Forest District Local Plan 2011–2033 was adopted on 6 March 2023 and is the district's principal adopted planning policy document. Read its policies and site-specific material alongside any made neighbourhood plan and the national policies published in August 2026.03Green Belt: extensions, outbuildings and replacement dwellingsGreen Belt designation does not rule out every extension, outbuilding or replacement home, but the permission route and applicable policy tests must be checked separately. Where a planning application is required, national policy distinguishes proportionate extensions from replacement buildings that remain in the same use and are not materially larger.04Grey belt: what it means for landownersGrey belt is Green Belt land that meets the national policy definition because of how it contributes to specified Green Belt purposes; it is not a description of its colour or condition. A grey-belt finding does not itself grant permission, and the proposal must meet the relevant development and environmental tests.05Epping Forest SAC: mitigation contributions for new homesNew homes can need contributions to mitigate effects on Epping Forest Special Area of Conservation. Recreation and air-pollution mitigation are separate, so a recreation tariff may not cover everything.06Epping Forest validation requirements and sustainability informationEpping Forest's published February 2026 validation list asks for a sustainability checklist and statement for householder, minor and major applications. However, the national policy introduced in August 2026 requires proportionate, policy-justified information, so the correct application checklist and any disputed report requirement should be checked together.07Flood risk and SuDS requirements in EssexIn Epping Forest District, assess flood risk and the proposed surface-water drainage separately: a Flood Risk Assessment establishes safety and effects on flooding, while the drainage design explains how runoff will be managed. Essex County Council's Lead Local Flood Authority guidance and national policies govern the evidence needed for the particular development.08Conservation areas and Article 4 directions in Epping ForestConservation-area designation and an Article 4 direction are different controls, and either may affect a property in Epping Forest District. Check the exact boundary, the works covered by any direction and any separate listed-building status before deciding whether the proposed alteration can proceed without an application.
