The Epping Forest District Local Plan

The Epping Forest District Local Plan 2011–2033 was adopted on 6 March 2023 and is the district's principal adopted planning policy document. Read its policies and site-specific material alongside any made neighbourhood plan and the national policies published in August 2026.

It replaced the remaining policies of the January 1998 plan and its July 2006 alterations. Relevant neighbourhood policies and the current national framework must also be considered. [1][2][3]

Start with the site, not just a policy number

The council's adoption page provides Part One, Part Two and the Policies Map. Use them together: a general design argument does not answer whether a particular site has an allocation, designation or site-specific requirement. The first task is to identify the correct plot and the documents that apply to it. [1]

The interactive planning map is a useful starting point for planning records, conservation areas, listed and locally listed buildings, flood information and protected trees. The council warns that records may be incomplete. Treat a blank search as a reason to investigate further, not proof that the property has no constraints. [4]

Policies relevant to home projects

The council's 2023–2026 Biodiversity Duty Report identifies adopted policies that commonly connect design with environmental constraints. These include DM1 on habitat protection and biodiversity, DM2 on Epping Forest SAC and the Lee Valley SPA, DM5 on green and blue infrastructure, DM9 on high-quality design, DM16 on sustainable drainage and DM17 on watercourses and flood defences. Their relevance depends on the site and works proposed. [5]

For a preliminary review, turn those subjects into questions: does the layout protect important habitat; could the development affect a designated site; is drainage accommodated; and does the design respond to its surroundings? This is a way to organise the policy review, not a substitute for reading the applicable policy wording or a numerical compliance checklist. [5]

How does the August 2026 NPPF affect an older plan?

The new National Planning Policy Framework was published on 17 August 2026. Annex A makes its decision-making policies material considerations from publication and explains how to deal with materially inconsistent development-plan policies. It does not say that every older local policy disappears simply because it predates the new framework. [6][7]

Where there is a conflict, identify the actual provisions and explain the inconsistency. Avoid treating a local requirement as either automatically controlling or automatically irrelevant without that comparison. The relevant national policy code and current local wording should be stated clearly in the application evidence. [7]

Is a replacement plan imminent?

The March 2025 Local Development Scheme identifies 6 March 2028 as the deadline for completing the review of the adopted plan. A review deadline is not a promise that a replacement plan will be adopted on that date. The scheme also contains a possible earlier-review mechanism and an indicative programme; those are not a current finding about the district's housing supply. [8]

Other work is underway but has a different status. The joint Green Belt assessment is evidence-gathering, not a decision to allocate or release land. Separately, the October 2026 CIL information sheet describes a revised draft charging schedule that still needs consultation and examination. Neither should be presented as an already adopted replacement for the Local Plan. [9][10]

For a live project, keep a dated record of the adopted policies, mapped constraints and emerging documents considered. This makes the basis of the design clear when an application is checked against later policy changes. [1][7]
