Local plan

Enfield’s adopted framework includes the Core Strategy, adopted in November 2010, and Development Management Document (DMD), adopted on 19 November 2014. [1][2][3]

For home projects, start with DMD5 for conversions, DMD7 for garden land, DMD11–14 for extensions and outbuildings, DMD44 for heritage, DMD59–62 for flood-related matters and DMD82–83 for land in or beside the Green Belt. [4]

The London Plan and relevant area documents must also be considered, including the North Circular, North East Enfield and Edmonton Leeside Area Action Plans, and the Hadley Wood Neighbourhood Plan, made on 22 November 2023 for its designated area. [1][8]

The replacement Enfield Local Plan remains under examination: the Inspector’s 15 June 2026 letter and council’s 29 June 2026 response concern further work and main modifications, not adoption of replacement policies or boundaries. [5][6][7]

Council guidance

Householder design guide

Use section 2.5 of the adopted DMD for rear, roof and side extensions and outbuildings, alongside applicable supplementary and conservation guidance. [4][9]

DMD11 uses a 45-degree test for single-storey and 30-degree test for first-floor rear extensions, measured from specified original neighbouring windows, with separate common-alignment provisions. [4]

DMD13 normally expects dormer insets of 500–750 mm, while DMD14 seeks at least 1 metre to a side boundary, potentially more to protect character and amenity. [4]

These are planning-policy tests, not permitted-development allowances or a promise of permission; read the complete clauses and the property’s heritage restrictions before fixing the design. [4][15]

Council guidance

Validation list

The council links separate householder and all-other-application validation checklists dated 28 September 2026; an extension to a flat or maisonette belongs on the full-application route, not the householder route. [10][11][12]

Check the project-specific triggers for reports rather than commissioning every item in the list, including heritage, trees, flooding, drainage and basement evidence where relevant. [11]

The wider checklist contains inconsistent wording about whether additional local biodiversity information is essential for validation, so clarify the requested package and its policy basis against NPPF DM2’s proportionate-information approach. [12][14]

For applications made from 6 August 2026, the national BNG exemption covers sites of 0.2 hectares or less unless the proposal reduces the biodiversity value of on-site priority habitat, and the separate self-build exemption has been removed; the householder exemption remains. [13]

Council guidance

Article 4 directions

A borough-wide Article 4 direction controls C3-to-C4 changes into small HMOs from 23 October 2013, following confirmation on 22 October 2013; it requires a planning application rather than automatically prohibiting the use. [15][16][17][18]

The heritage direction confirmed on 27 June 2006 lists particular properties across several conservation areas and specifies affected alterations, so its coverage must be checked against the address schedule rather than assumed from the conservation-area name. [19]

The Lakes Estate has a separate direction confirmed on 26 April 2010, with its own address list and map; the Article 4 coverage is not identical to the whole conservation boundary. [20][21]

The council also lists a historic direction for Sloemans Farm and Guy Lodge Farm, so check its current instrument and confirmation record before relying on permitted-development rights at either site. [15][22]

Council guidance

Conservation areas

Start with the council’s index of 22 conservation areas, which links each area’s boundary information, character appraisal and management material. [23]

For example, the Lakes Estate appraisal identifies original windows and doors, decorative brickwork, garden walls and paths as important components of the area’s character. [25]

The Hadley Wood appraisal similarly highlights the architectural detail of houses, their roofs and front gardens, making it important to show the effect of an alteration on the wider frontage rather than only the room being enlarged. [24]

Check the relevant address schedule before changing windows, roofs or front boundaries: the 2006 heritage direction distinguishes visibility-related controls from its chimney provision, and the Lakes Estate has its own instrument rather than an interchangeable borough-wide list. [19][20]

Council guidance

Basement policy

Enfield’s 28 September 2026 checklists request a Basement Impact Assessment (BIA) for new basements, basement extensions and other extensive groundworks. [11]

The householder checklist specifies screening, scoping, investigation, impact assessment and review, with a qualified author, groundwater evidence and a non-technical summary. [11]

For such works to a listed building or immediately beside one, it also requires peer review by a Conservation Accredited Engineer. [11]

Read this alongside DMD59, DMD60 and DMD62 on flood risk and mitigation, and, in Hadley Wood, the made neighbourhood plan’s additional discussion at paragraphs 5.29 and 5.41: its recommended setbacks and reference to another borough’s guidance are not a borough-wide permitted basement size. [4][8]

Council guidance

CIL rates

Enfield’s borough CIL schedule, effective from 1 April 2016, uses four mapped residential zones: RR1 Meridian Water, RR2 eastern, RR3 intermediate and RR4 the remainder. [27][28]

Its 2026 indexed table publishes £0/m² for RR1, £59.25/m² for RR2 and £88.88/m² for RR3, but prints RR4 as “£177,77”; obtain confirmation of that entry before budgeting rather than assuming the intended amount. [27]

Mayoral CIL is separate, including where the local residential rate is zero: Enfield publishes £72.72/m² for 2026, whereas the GLA publishes £72.73/m², with an express note that collecting-authority interpretations can produce slight variations. [27][29]

Confirm the mapped zone and project liability with the council, and do not deduct the proposed temporary London CIL relief: the March 2026 housing-support announcement is not itself an operative CIL discount. Check the final rules and eligibility before applying relief. [26][30][40]

Council guidance

Pre-application advice

Paid pre-application advice is available, while the free duty-planning telephone service deals with simple householder queries and expressly does not assess whether a scheme is acceptable; request an appointment at planning.support@enfield.gov.uk. [31]

The currently linked tariff is effective from 1 April 2024 and lists ordinary householder assessment with a telephone meeting at £250, or £408 with written advice, including VAT. [31][32]

For householder development within or adjoining a conservation area and/or listed building, the corresponding published totals are £443 and £604, including VAT. [32]

For the one-to-three residential-unit category, assessment, a telephone meeting and written advice cost £816 ordinarily, £1,011 within or adjoining a conservation area, or £1,301 to or affecting the setting of a listed building, including VAT. [32]

Council guidance

Building control

Contact Enfield Building Control at building.control@enfield.gov.uk; its published charges document gives 020 8379 3624 for individually assessed fee enquiries. [33][36]

The council links a charges schedule effective from 1 April 2026 and explains its full-plans, building-notice and regularisation application routes on the building-control pages. [34][36]

For a site-visit request, provide the application number, site address, requested inspection date, contact details and the stage of work, rather than assuming that submitting an application books an inspection. [35]

The replacement online system for planning, building control and local land charges is planned for 30 November 2026, so recheck forms and submission links around that date rather than treating the launch as already completed. [37]

The 2026 Future Homes and Buildings Standards regulations generally commence on 24 March 2027. Specified provisions for higher-risk building work and work to existing higher-risk buildings commence on 24 September 2027, with separate transitional arrangements. Confirm the provisions, application and start dates applicable to the project; the new-home standard is not a blanket requirement to retrofit an existing home. [39]
