Local plan
The Redbridge Local Plan 2015–2030, adopted 15 March 2018, remains the adopted borough plan, alongside the retained 2012 Minerals and Joint Waste plans and the London Plan 2021. [1][2][54][55]
For flat conversions, LP6 specifies Metropolitan, District or Local Centres, property gross floor area exceeding 130 m² for two units or 180 m² for three or more, and at least one ground-floor, three-bedroom-plus family home of 74 m² with dedicated rear-garden access. [3]
Other starting points are LP7 for garden development, LP29–30 for amenity and extensions, LP31 for basements, LP33 for heritage and LP34 for Green Belt and Metropolitan Open Land; check the adopted maps rather than inferring a boundary from an address. [3][4][5]
These are adopted policy provisions, not an automatic decision: assess their weight against the August 2026 NPPF, and keep the Local Plan review and emerging waste plan separate from adopted requirements. [50][51][45][46]
Council guidanceHouseholder design guide
Use the Housing Design SPD, adopted September 2019, which replaced the 2012 guide. [6][7]
Its extension guidance considers scale, neighbours and roof form; chapter 3 gives rear-extension depths of 3.5 m for terraced, end-terrace and semi-detached houses and 4.5 m for detached houses, while rear-dormer guidance includes separation from the ridge, eaves and roof edges. [7]
These are planning-design guidelines, not permitted development allowances; also read the property's conservation-area guide and any relevant Article 4 schedule. [7][13]
Council guidanceValidation list
Use Redbridge's August 2026 validation list with the application-specific forms, certificates, scaled drawings and supporting assessments. [8][9]
Check the triggers for heritage, trees, flood risk, ecology and other reports rather than commissioning every listed document. [9][52]
The fire-safety entry covers a Planning Fire Safety Strategy and permits a justified Reasonable Exception Statement for householder proposals. [9]
For qualifying non-major residential proposals in the Epping Forest 6.2 km zone, the list asks for a signed unilateral undertaking with the application, whereas the SAC webpage describes submitting a draft for review: confirm the submission procedure before filing. [9][32]
Council guidanceArticle 4 directions
The confirmed borough-wide C3-to-C4 HMO direction took effect on 6 December 2019. [10][11][12]
Separate heritage directions include Aldersbrook and Lake House, whose schedule reaches specified rear as well as front and side alterations, and Bungalow Estate, whose orange and purple mapped areas have different schedules. [15][16]
The Hainault Business Park instrument includes a restriction on the specified Class E(g)-to-C3 Class MA route within its mapped land, not a borough-wide withdrawal of every Class E-to-residential right. [17]
Check the council's other site-specific instruments, original schedules and maps as well as the online layer, and obtain clarification where a historic copy leaves confirmation or commencement unclear. [13][14]
Council guidanceConservation areas
Redbridge's current directory lists 16 conservation areas and provides area-specific appraisals, design guides and boundary information; conservation designation and Article 4 coverage must be checked separately. [13][25]
Do not apply one dormer rule across the borough: the Aldersbrook and Lake House guide favours rear roof alterations, while Bungalow Estate has detailed guidance for a single small central front dormer and up to two small rear dormers, but rejects side dormers. [26][27]
The 2023 Local Heritage List and Local Character Areas also matter, but local listing or character-area status is not the same designation as a conservation area. [13]
Some areas have no adopted design guide listed, so use the applicable heritage policies and obtain the relevant appraisal rather than assuming there are no restrictions. [13]
Council guidanceBasement policy
Redbridge has a dedicated LP31 basement policy for development involving further excavation, including a one-storey/no-basement-below-basement criterion subject to Basement Impact Assessment findings. [3]
It limits garden excavation to 50% of rear-garden depth from the principal rear wall and 30% of front-garden depth, with 1 m of permeable soil above basement areas beneath gardens: these percentages concern depth, not garden area. [3]
Basement planning applications need a proportionate Basement Impact Assessment: the validation list specifies a chartered civil or structural engineer's signature, and the Housing Design SPD says the assessment should also include a Construction Method Statement. [9][7]
The SPD additionally excludes sleeping accommodation below the modelled breach level in areas at risk from a breach of the Thames tidal defences; address the site's other flood, stability and drainage risks as well. [7][41]
Council guidanceCIL rates
The 2026 indexed Redbridge CIL rate is £125.56/m², based on a borough-wide £70/m² charging schedule; it is not £70/m² after indexation. [29][30] Mayoral CIL is additional: the 2026 MCIL2 table places Redbridge in Band 2 at £72.73/m², subject to the schedule's nil-rated uses. [31]
Liability depends on chargeable floorspace, existing-use deductions and correctly claimed exemptions or relief, so complete the applicable CIL steps before commencement. [28]
Qualifying additional dwellings within the Epping Forest 6.2 km zone can also attract separate mitigation: from 1 May 2026, the published per-dwelling amounts are £289.48 SAMMS plus £1,993.57 SANGS, with applicable administration or monitoring charges. [32]
Council guidancePre-application advice
Redbridge's householder telephone service is £170 including VAT for a 20-minute appointment about one project, without written advice. [33] Advanced written advice is £310 including VAT, with an optional additional 20-minute telephone appointment costing £170. [33]
Listed-building and conservation-area projects, multiple proposals and heat-pump proposals use the advanced route, not the basic telephone-only service. [33]
New dwellings and flat conversions use the separate residential service—one net additional dwelling, including a house divided into two flats, is listed at £688 for written advice plus an optional £460 meeting—while HMOs are directed to the commercial-advice service. [34][35]
Council guidanceBuilding control
Contact buildingcontrol@redbridge.gov.uk for the council service; inspections are booked on 020 8708 2529, with same-day requests taken between 8:30 am and 10 am on weekdays. [36][37]
The council provides full-plans, building-notice and regularisation routes, while eligible work can instead use a private registered building control approver; higher-risk-building approval follows the Building Safety Regulator route. [38][44]
The tariff effective 1 April 2026 lists £1,003 including VAT for an extension up to 20 m² and £1,320 for a loft conversion up to 60 m², subject to its scope and additional-charge provisions. [39][40]
For relevant residential building-control applications from 1 October 2026, check the separate Building Safety Levy and exemptions; it is not a charge on every domestic extension or loft. [42][43]
