Check the highway authority’s requirements for the precise location and proposed arrangement. [1] [2] [3]
Start with a site-access plan
Mark the proposed skip, scaffold, hoarding, loading area and pedestrian route on a simple plan. Record where each item sits relative to the property boundary, pavement and parking bays. GOV.UK’s licensing guidance identifies scaffolding and hoarding on or over a public highway as matters for the relevant council. [1]
Use the plan to ask which applications are needed and who must submit them. The answer can differ between equipment types, even on the same project. Do not assume the person applying for planning permission will also hold every highway licence. [2] [3]
Skips and parking are separate questions
Camden provides a useful local example. It requires a licence for a skip on the public road, but not for one wholly on private land. Where a skip occupies all or part of a parking space, a parking suspension is also required. Camden says only the skip company can apply for its skip licence. These are Camden’s procedures, not a universal application form for London. [3]
A parking suspension reserves the specified bay for an authorised purpose and period. Camden’s parking service has its own application requirements. Check the exact space and dates instead of treating a contractor’s ordinary parking permit as interchangeable with a suspension. [4]
Scaffold, hoarding and other structures
Camden’s building-licence service covers structures such as scaffolding and hoarding on the public highway. Its requirements address the structure, pedestrian access and the period of occupation. Where the arrangement changes or needs to remain longer, check the licence conditions and extension procedure before the existing permission expires. [2]
Ask the contractor to include licence drawings, applications, installation arrangements and renewals in its responsibility schedule. For a boundary or access dispute involving someone else’s land, obtain separate advice rather than treating a highway approval as the answer to every land-rights question.
Budget and programme the applications
Request separate lines for equipment hire, delivery, council charges, parking suspensions and any extensions of time. Council charges and parking costs can be additional to the supplier’s hire price; Camden publishes those charge categories separately. Use its current schedule only for a Camden job, and check the relevant authority elsewhere. [3] [4]
Keep copies of the approved location, dates, conditions and emergency contact details on the project record. Before delivery, ask the site manager to confirm that the permissions cover what is actually arriving.
